Currently, industrial orchards are actively entering the phase of commercial fruiting. Every year, more and more horticultural agricultural enterprises are faced with the need for post-harvest primary processing of fruits immediately after harvesting in industrial orchards, which includes a number of sequentially performed technological operations: cleaning, washing, drying, calibration, packaging for storage of the crop, etc.
GOOD NEWS FOR GARDENERS: FUNDS FOR PURCHASING EQUIPMENT
Thanks to the State Support Programs for Horticulture, new industrial gardens are being created.
Currently, industrial orchards are actively entering the phase of commercial fruiting. Every year, more and more horticultural agricultural enterprises are faced with the need for post-harvest primary processing of fruits immediately after harvesting in industrial orchards, which includes a number of sequentially performed technological operations: cleaning, washing, drying, calibration, packaging for storage of the crop, etc.
After primary processing, the horticultural crop is used for its further promotion: sale (including for export), further deep processing. In addition, for horticultural enterprises, it is extremely important to sell the grown products in fresh form with high quality indicators, which can be achieved only with primary product processing. Therefore, due to the primary post-harvest processing of the crop, the appearance, quality indicators, marketing attractiveness are improved, and the added value of the horticultural crop is formed.
At one time, for the development of processing activities, the Resolution of the Cabinet of Ministers of Ukraine “Some Issues of Providing Grants for Processing Enterprises, Processing Subdivisions of Agricultural Enterprises” dated June 24, 2022 No. 739 was adopted.
But this resolution COMPLETELY ABSENT the possibility of receiving grant funds for the purchase of equipment for post-harvest processing, which, in accordance with the KVED-2010, belongs to Section A, Class 01.2.
Because according to the KVED, the section of Section A includes only the cultivation of agricultural crops, and the activities of further processing of agricultural products are classified in Section C Manufacturing.
Based on this legislative inconsistency, horticultural enterprises were unable to receive grant funds to purchase equipment for post-harvest processing.
In this regard, the corporation "Vinnytsiasadvinprom" and the NGO "Ukrainian Walnut Association", as industry public associations, last year sent relevant letters and justifications to the First Vice Prime Minister of Ukraine - Minister of Economy of Ukraine Svyrydenko Yu. A.
In order to further advance this issue, the necessary consultations and negotiations were held with the Director of the Department of the Ministry of Economy R. Kropyvnytskyi. In turn, at the invitation of the Ukrainian Walnut Association, Mr. Roman Kropyvnytskyi in his speech at the walnut online seminar on March 26, 2025. provided confirming information about the consideration of the proposals of the Walnut Association and Vinnytsiasadvinprom in the new version of the Resolution of the Cabinet of Ministers of Ukraine No. 739, which is being prepared.
Currently, the Government's decision on this painful and important issue for horticultural enterprises has been adopted and approved by the Resolution of the Cabinet of Ministers No. 813 of July 6, 2025 (see https://www.kmu.gov.ua/npas/deiaki-pytannia-nadannia-hrantiv-dlia-vyrobnytstv-pererobnoi-t70725 ).
According to this Resolution 813, a new PROCEDURE for providing grants for the creation, development or renovation of processing industry production (hereinafter referred to as the Procedure) was approved.
In paragraph 6 of the updated Procedure, a SEPARATE PARAGRAPH has been ADDED regarding the provision of grants for post-harvest processing equipment to business entities (grant recipients) that conduct or plan to conduct economic activities in the cultivation of perennial crops (KVED 01.2).
Finally, horticultural enterprises have the opportunity to receive grant funds to purchase the necessary equipment.
